Hello,
I don't know whether it is possible to ID this medium grey-brown fly (2006/09/12, Paris, less than 10mm).

I'm inclined to think this is a female anthomyiid.

Yes. The left wing in the right-hand photo clearly shows the anal vein extending to the wing margin.
