For the moment only that it is Platypezidae, not Dolichopodidae...

I am inclined towards
Callomyia speciosa but a closer view would be useful.

Hmm, I still suspect the same, but can you confirn there are small spines on the first radial vein? I cannot see them in the picture.

Yes, there are 10 evenly-placed spines on vein 1 beginning almost by the apex of the costal cell and continuing almost to the costa near the wing-tip
