this is a bad picture, only legs are in focus... but I have never seen anything like this before...

Certainly looks like a chironomid. I have never seen anything like this either. Very nice :).
If I remember correctly only members of the subfamily Chironominae hold the front legs in the air like this.

A number of Chironomus species (plumosus, prasinus, annularius) have a long "beard" on their front tarsi.
