Hello,
This little
Bibio (less than 10mm) was photographed on August the 16th, at the North Cape (Norway). I was rather surprised to see this fly so late in the year and so high in latitude.

Male Dilophus (I agree, Paul) can only be identified by their genitalia.
Some of these Dilophus are extremely boreo-alpine in distribution.
As long as there is something that could be called grass, they might be there.
