Hi Marcel
Good find !
It is a female Ectophasia.
Given the picture, either crassipennis or oblonga.
Only the first one is recorded from NL.
It is not rare in Limburg, but otherwise quite uncommon.
Where did you see it ?

Dear Theo,
I found in on the Cauberg in Valkenburg (Limburg). She was moving her wings, possibly to attract males??
Thanks for giving a name!
Kind regards
Marcel

Oke, that is a known locality (at least, the nearby village of Vilt is).
Wing flapping in seen in some 10 Tachinid species.
Not sure about the purpose.
Given the colours in the wings, it might very well be a visual signal as well.
