This one was 2 - 3 mm.
30-04-2009,Belgium,on a leaf of
Euonymus.
Could it be a male of
Melanagromyza or
Ophiomyia ?

Difference between
Ophiomyia and
Melanagromyza
Ophiomyia
uniformly black species, costa ending at vein R4+5 or continuing to M1, antennae normally separated by raised facial keel, male frequently with distinct vibrissal fasciculus.
Melanagromyza
scutum, scutellum or abdomen frequently with some metallic coloration, greenish, bluish or coppery, costa extending strongly to vein M1; antennae not separated by a raised keel; male never with vibrissal fasciculus.
