Can anyone suggest a species here?
-Dichaetophora finlandica
-Tetanocera elata
-Tetanocera phyllophora

Not Dichetophora as that has only 2 scutellar bristles. Not Tetanocera, as that never has wings marked in this way. Jari's suggestion seems a good one.
