I found this fly on 12. VI. 2009 .
Czech Republic, Moravia, NPP Hrdiboricke rybniky, fen

Looks to be a psylid, judging from its cubital posetrior cell, but the subcosta is mor typical for Dryomyzidae. Sorry, I don't have a collection before me at the moment here.

Infuscations on the wing would rule out Psila anyway.
