is it an anthomyia illocata? as its vein 6 is not reaching the wing-margin!

The apical section of the anal vein (vein 6) is sometimes very weak, so be warned. Can you provide a detail of the base of the wing?

The picture is indeed not clear enough. If thevein is present, even as a fold, you should be able to see it under changing light direction.

It is Anthomyia illocata Walk. Note narrow postsutural black band and grey dusted occiput. The other similar species found in Hong Kong is A. plumiseta Stein, which has a black occiput.
