what is red is macro part of Echinacea purpurea flower. The white stuff is what is here in question. At first I thought that it is part of flower, but then I noticed that only one appear on each flower i.e. there is only one in 'red army' on image, cant be two. And looking closer I fount white stuff on some other plant on its leave.
So it mus be attached by some insect. White 'bulb', like < 0,5 - 1 mm

could be Chrysopa sp., in Chrysopidae (if it has such eggs),
took photo of Chrysoperla lucasina a month later at the same spot
