Better wait for confirmation (because I might be completely off-base) but it might be
Dolichopus gubernator.

Certainly not
gubernator. In that region only one species has fore tarsus with 4th segment twice longer than 5th, but shorter than 3rd:
discifer (=
nigricornis)
