The attached was taken on 25/07/06 in South East England.
Sun was brighter than I thought today B) so quality not too good. But hopefully the genus can be arrived at.

I'm not convinced this is a tachinid but the photo is a bit grainy and, as you said, the light doesn't really help us.

I did realise that there was not alot of chance of an ID but thought it was worth asking anyway.

It is a Meigenia (so indeed, a Tachinid)
