Tachytrechus notatus (Stannius, 1831) is most probable. BTW do you know Alper Tonguc from Mugla who is working with Turkish Diptera, especially Doli?
East Turkey - where is it? If near the Caucasus, then high-mountain Alp-Caucasian
Tachytrechus transitorius Becker, 1917 maybe.
