Hello
I think this syrph is Volucella inanis (Linnaeus, 1758), 15 mm lenght, lenght of a wings 15 mm
I've taken this photo in NE of France, near Metz

It certainly is - a freshly emerged male (the grey smoky patches on the wing will darken up as it matures). This is a species that has spread rapidy through much of southern Britain in recent years, and is a regular visitor to gardens in Norwich (particularly fond of Origanum).
