Hello, my name is Roberto from Pavia. I have some problems in determining this specimen photographed in Pavia (July 2008). I think it's
Anasimyia sp. but I have many doubts. Thanks ;)

I think it is a female
Mesembrius peregrinus (hind legs almost completely black, tergite 3 with a grey transversal band).
