Emerged August 22, 2009, from
Acronicta psi caterpillar, collected August 10, 2009 on
Alnus, Ozhigovo station, Naro-Fominsk district, Moscow region, Russia. Body size 4 mm.

I would say yes, it's a Braconidae, Cheloninae (the terga seem to be joined).
But I'm not a specialist at all.

I asked Kees van Achterberg (braconid specialist) to have a look at your braconids. It's a
Microplitis species (Braconidae: Microgastrinae), one of the six
Microplitis species known from
Acronicta psi.
