At first glance this one looked like an overgrown Anthmyia. But I think it's rather a Muscidae. Moved about a lot and had a (to me) very strange way of walking: it sort of floated over the surface, legs didn't seem to be moving.
What can it be?

First idea is very often the best : it is an Anthomyiidae, genus
Eustalomyia, close to Anthomyia, but with a brown median vitta through the scutum. I can't count the number of av on hind tibia, but the arista seems short plumose, so it should be
Eustalomyia festiva.
