Correct, it's a Tabanid. A male
Atylotus sp. These are tough to get any further but . . . .

I'd go for male Tabanus maculicornis, you can see the long hairs on the occiput.
In Atylotus, only sublunaticornis has these, which is smaller and without reddish sidemarks on the abdomen.
