I THINK it's Sciomyzidae, may very well be wrong :-)
Norway, 29.07.09, 4 mm
Genus or species possible?
Are Sciomyzidae notoriously difficult to id like some other families?

1-st Pherbellia griseola, Sciomyzidae
2-nd Opomyza cf. petrei, Opomyzidae
