By the colour of the eyes, yes, but I cannot recall them being so heavily grey-dusted...

I'm back with two conclusions:
1. This fly is Diaphorus both in GB and Russia.
2. This is male of Diaphorus oculatus - yellow halteres, black hairs on underwing squama, short hairs on ventral t1, yellow spots on 2,3 tergits. The only doubt - f are not all completly black, f3- black, f1 and f2 mostly black, but with yellow apical part.

Confirmed by Igor Grichanov as Diaphorus oculatus with small "?" after oculatus.
