I would go for Tephritidae. Urophora or related genus. Nosferatumyia will be able to tell you more.

Myopites sp., indeed related to Urophora.
M. eximia Seguy is the only species I know to occur in Iberian Peninsula, and from the wing pattern, it might fit that species. However, no other characters visible.
