This was photographed in a floriferous glade in a forest near Iasi Romania yesterday 11 -July- 2009. Is it a Tephritid, or even better a
Platystomatid???:D

Tephritidae! No doubts! ;)

I'd say Tephritis sp.

Tephritis male, very probably T. valida Lw., but unfortunately, a male (an ultimate proof must be the ovipositor tip shape). Wing pattern, however, is more characteristical for valida than for bardanae. Quite a rare species associated in the Balkans and some other countries with Inula hirta and other high species of that genus.
