Way to big for Thaumatomyia. I am not really familiar with the family, but maybe Chlorops itself?

The only Chlorops species I've seen which is this large and yellow is Chlorops gracilis. I would disagree with the 'gracilis' part, this fly is frankly homely ;)

It resembles Chlorops geminatus as Meigen himself illustrated it.
