This was feeding from Aptenia cordifolia in the garden in Cairo today. This flower is 1.2cm in diametre.

Yes, it's a hoverfly in the genus Eumerus, a female.
Maybe Maddin can tell you more?

Very likely the female of Eumerus obliquus. But there might be more species under this name and only the males can be identified with certainty.
