This fly looks very common....but the only possible fly I can think of is ..Helina latitarsis....

I thought it was a ad seta that was bend backwards..;)

I see no presutural acrostichals, and the most Phaonia's known whit black legs(netherlands) have pr.su.acr.
P.incana could be, but I don't see clearly the 2 rows of setae on the mid tibia, but the calypters are very yellow.....

So...Phaonia incana...?

Phaonia incana was my guess too, but exactly as you said :
I don't see clearly the 2 rows of setae on the mid tibia.
Thus, very probably P. incana but not 100 % sure. :)
