As far as I can understand it is Diptera - only pair of wings and halters.
As far as I can understand antenae is secondary segmented.
Venaition looks new and strange for me.
Turkey, 1700-1800m, near 20mm

That's a Sratiomyidae, probably
Stratiomys species.
I have a photo of S potamida >

Stratiomys ruficornis, a female. I take the liberty to add it to the Diptera Gallery. :)

Have you sen this crazy horns on scutellum?
My first Sratiomyidae!
