Size 2-3mm.

I think it is a Coenia, certainly not Dichaeta

If I counted dc without mistake - 4 - and it has dark halteres - then it is Coenia curvicauda:P

Very occasionally Coenia palustris may have darkened halteres, but I agree that this looks more like curvicauda.
