This appears to be Norellia (only one row of spines on fore tibia and wings clouded at the tips). I think N spinipes, but I don't have a description of N tipularia. Fauna Europaea doesn't list either species for Portugal, but, hey, what's new :| There is no picture of Norellia in the gallery, so if someone can confirm my ID, please submit to the gallery Jorge.

I agree with the genus. Concerning species I do not have too any descriptions on these species.

I have Stuart Ball's description of spinipes, which is: pale coloured, strongly spined front legs, marked wings (dark cloud over both anterior and posterior cross-veins and dark spot near apex of wing). Thorax mainly dull with 4 dark longitudinal spots, narrowly shining along dc rows. Abdomen shining with dark central stripe. Head mainly yellow, tiangular black patches on occiput either side of broad pale central line. Ocellar triangle dark. Antennae yellow. Legs entirely pale.

I get the impression that N tipularia is very similar though.
