Thread subject: Diptera.info :: Small black fly with orange wings

Found this little fly (6mm) in wet vegetation in southern England. Can anyone see enough to identify it?

or Minettia lupulina?

Don't think so - lupulina has a yellower body, greyish thorax and no dark wing bases.
