hi Juergen,
Looking at de diptera.info-gallery, Oecothea fenestralis got a strong dark wingmark.
So my choice is Oecothea praecox.., but I don't have any experience with these.
Let's wait for a specialist..

It is difficult to see some of the critical features (such as whether the hind femur has a dorsal preapical) but I would place it near
Eccoptomera microps
