Thread subject: Diptera.info :: Fly or wasp?

Dear forum,

I took a picture of this animal today in my garden.
I see only two wings which suggests to me that it is a fly.
The antenna look like those of a fly.
But I do see a typical wasp-waist....
What is it and can it be determined to genus level or even further?
