I found this strange little fly (3mm) on a stone (31 March, Spa, Belgium).
Could it be a Scenopinidae ?

I'd say Discomyza (incurva) (Ephydridae).

In fact, it is very similar to those of the gallery
There are a lot of snails in my garden, so perhaps also larvae of Discomyza incurva.
