Must admit I'm not sure it is a fly- thought it was a wasp but it appears to have halteres. Taken 05/02/06 South Coast UK. Also has a velvet mite walking on it's leg. 6-8mm long. First time I've "captured" one of these whatever it is.

Thanks

Yes, it is a midge (so nematocera) in the family Scatopsidae.

Must be Scatopse notata, more or less the giant among the Scatopsidae in this part of the world. :)
