It isn't Sciomyzidae.
I think Opomyza petrei

You can't tell from this photo if it's
Opomyza petrei or
Opomyza germinationis. It can be either of these two species.

Well I have to admit that judging from this photo it realy looks like Nikita was right in the first place. This seems to be
Opomyza petrei.
