Could this be Lonchaea palposa?

No - L. palposa has partly yellow tarsi. On flowers in late summer its most likely to be Silba fumosa

I also found L. palposa a while ago, indeed with partly yellow tarsi ( https://diptera.info/forum/viewthread.php?forum_id=5&thread_id=97827&pid=405813#post_405813 ) and: https://waarneming.nl/observation/321081592/ . So the palpi but this time with black tarsi made me wonder if it also could be L. palposa.
