I would rather have guessed Empis tessellata.

That was my first impression, too, but is started second-guessing myself because of the extensively pale legs. That is why I said 'For the moment', so that I could check in my key. And, indeed, this is a pale-legged form of Empis tessellata. Normally this species would have entirely dark femora.
There are not many other species with yellowish base to the wing and that was the reason for my first impression of tessellata...
