Anyone know which family this should be placed in?
And...whether the red stuff is fungal?

The red stuff are indeed fungi, apparently Stigmatomyces. As concerns the fly, missing of orbitals leads me to Leucopis, but I am not sure if the arista is bare or not. Anyway I do not know South American fauna of acalyptrates. Btw, years ago I found a Leucopis with such fungi on Canary Islands. The fungi seem to be undescribed. If you keep the creature from the picture, please let me know.

I wondered about Chamaemyiidae but was unable to find images of anything quite like it.
Great to know the fungi too.
I am afraid I did not catch this one.
I will try to catch if I see another with similar infection.

Another dipterist who specialises in Lauxanioidea said the following on iNaturalist :
"Definitely not a chamaemyiid - maybe Ephydridae?"

The bristling of the head is typical of Ephydroidea and not of Lauxanoidea.
