Photographed yesterday in Zhejiang China. Around 4mm in body length. Looks similar to Syntormon pallipes identified here by Igor Grichanov at:
https://diptera.i...d_id=38142. A congener?

Rhaphium sp. (Doli). China has several species with long cercus.
