On a young shoot of Fuchsia boliviana, that could be its host plant

Looks like Allen L. Norrbom is expert in Neotropical Tephritidae. Maybe he can narrow down the species, but I'm unable to find a way of contact him

I merely do not have the Steyskal's key to species at the moment. Perhaps I shall try, too.
