It seems to have a Phaonia bristle on its hind tibia. might be Phaonia angelicae (female)

I am sorry, but I disagree. The chaetotaxy of the scutum and the legs is not right for Phaonia, the femora are dark and the posterodorsal bristle on the hind tibia (which distinguishes Phaonia for example from Helina) is present in several Anthomyiidae genera.This is an Anthomyiidae, most likely Hydrophoria lancifer.
