Despite it sits on a thistle flower head, it is 95% probability

Cerajocera)
tussilaginis F. and 5% T.(C.) gynaecochroma (Hering)( (=lappae auctt.) the difference is mainly on the tip of ovipositor, but the wing pattern and slightly brown mesonotal vittae are more like in tussilaginis.
