Heron, Belgium, January 21 2008. Approx. 6 mm...
Sorry, no side views , the fly didn't cooperate.
Well, it does look like an Heleo;yzidae to me, it even has a resemblance with Heleomyza sp, I find....

Looks like Lotophila atra, which is very abundant here (Germany), too, at the moment:

I think it fits nicely indeed. I had noticed the enlarged first two tarsi on the posterior legs in photos, and Lotophila shows that feature too...
