Hi,
My new difficulty. I am sure subscutellum is big :)
I thought with this "muscid" aspect it would be easy to find a genus, but not really.
My better guess would be
Medina, but I can't find it really convincing.
I'd be happy to have another opinion.
Specimen come from a wet pasture, central France.
Apical scutellum hairs are broken (but exist)
post notal bristle bigger than first post alar.
Hairs bare
4 Kts (but one is small, about half the others)
Prostenum hairy
1ad on medial tibia.
Cheeks bare

It is, indeed, clearly a Blondeliini.
Gut feeling is male Meigenia.
Check the propleuron for small hairs.
Erect apical scutellars (I know, borken off, but pores can tell often a lot about orientation) would support this as well

Can't say why I rulled this out. :(
Propleuron is indeed hairy (not easy to see thought). Basing on the apical pores insertions of the scutellar bristles, they must have been angled from 45 to 60°
Following the rest of the key, this is apparently
M dorsalis (front not wide, bares eyes, cerci andsurstyli straight and long haired)

Definitely Meigenia. Check the genitalia (lateral view)
