A species of the subfamily Scholastinae; very probably, a Pterogenia sp. Unfortunately, no wing characters are visible.

Whatever genus, the species must be albitarsis.

Intriguing fly.

The deal is many other tephritoids with less or unmarked wings have striate eues and white socks, e.g. Physiphora of the Ulidiidae. And none is called "albitarsis". At least half of Pterogenia have white tarsi.
