Is it possible to identify this fly by such foto? Found on the meadow, July 2022. Western region of Ukraine.

Regarding the Achillea millefolium it is sitting on, it should be Oxyna flavipennis.

A little atypical.
Males of
Oxyna flavipennis L. usually have wings brown and yellow, and females dark brown as in this male. However, mesonotum is yellow, typically for this species, so it is NOT nebulosa, where both sexes have dark brown wings.
