It has an intra-alar bristle and dark halteres, so it is likely one of the dark-colored
Minettia that we call the
obscura group in America and I think go under the name
Frendelia in Europe.

Thanks John. Yes, Paul Beuk has confirmed via Facebook that it is Minettia longipennis.
