As for rudis, yes, I agree, but in the eastern Palaearctic several similar species pop up with different genitalia (see P. linguacercus Zeegers from Ussuri).
I got another new one from Mordovia.
In some cases (Gymnochaeta magna, G. zhelechovtsevi, Chrysosomopsis macrocercus), these Russian species eventually pop up in western Europe as well, especially in Fennoscandia and the Alps. So when possible, check the genitalia !
