Is this a male Azelia sp? Or something else? Can more be said? Only one image.

This is not a Muscidae to me. I think we can clearly see the anal vein reaching the wing margin. For the dc I don't know, but in the gallery, there is some Anthomyiidae which have 3 strong dc and a a weaker one in fourth position, much hair-like, that which could be the case here.

By it's general black and white appearance it might be a species of Eustalomyia. But I have compared it with all the european species, and it just does not agree with the scutal pattern. I am afrain I can't take this any further without some structural details. A specimen under the microscope would immediately lead to an answer, which might be obvious or really amazing!

Thx for the nice discussion. Unfortunately this smallish fly got away even before allowing a lateral shot. I hope I can refind it, but this is not a common species unfortunately.
