I believe this is a Elachiptera
Is it possible to tell which?

It's a bit difficult to be sure, but it appears to have the large scutellar tubercles of
E.tuberculifera

Thank you! Yes it has a very rough surface on scutellum. Is it only E. tuberculifera that has that?

I believe that
tuberculifera has the longest tubercles (from which the marginal setae arise), but they can be quite large in some other species.
