I found this fly dead on a forest dirt road. Apparently it is Otitinae, and several genera contain flies with protuded face.

I tried to key this out, and arived at Melieria omissa, but that species does not seem to have a face this long.

I would say Otites nebulosa.

Otites nebulosa -- the earliest ulidiid
